Hi,
I will be goin to Mulheim by the Ruhr for a stay of approximately one year. If anybody can tell me more about the place and the cost of living involved, i will be thankful. I would especially like to know about the cost of renting a small apartment, sufficient for a bachelor. Apart from that I would appreciate any information regarding the local population, tourist spots, and the culture.

Mülheim is in the Ruhr valley , close to other town as Duisburg, Essen and Düsseldorf .
You find a lot of culture (theatre , Musicals ) in that region , Essen will be the European Capital of Culture 2010.
The cost for living is medium compared with other German regions.
A furnished apartment in Mülheim costs between 200 and 500 Euro/month , depends much where it is .
In the Northern industial areas (Styrum, Winkhausen ) it is cheaper than in the green areas in the South (Saarn, Broich , Speldorf )

give this in www.maps.google.com and you will find out, that this is a nice green area , south east of Mülheim city, not far from river Ruhr .

Just a few words of warning. Furnished apartments can be very difficult to find in Germany. Most apartments are completely unfurnished, which means that they have no light fittings, no curtains and often no kitchen or floor coverings. Furnished bachelor apartments are a little more common than larger furnished apartments.
I would hope that the Institut where you are working/studying would be able to help you with accommodation. German real estate agents are very unhelpful (like all around the world) and it is normal for them to charge a fee of 2 months rent. You also need to pay a bond/deposit (called Kaution in German) of 3 months rent normally. You should get it back when you leave, but only if there are no problems.
Also, when prices are advertised, it will say Kaltmiete (cold rent, i.e. without electricity or gas or anything) and Warmmiete (warm rent, i.e. including heating and some services like garbage collection and maybe cable TV). You don%26#39;t have a choice, you have to pay the Warmmiete, so use this figure when making your calculations.
