Is anyone aware of a reasonably priced (100 EUR or less)
hotel in Dresden that provides free in-room Internet ?

I don’t know a hotel but you can try a hotel search site (like www.booking.com or www.hotels.com), go to advanced search and check Internet/wireless/WLAN (depending on the website). Now you’ve narrowed your search down and have to read the descriptions to find a hotel which offers internet for free.
